“The 2012 Student Manual  aims to make the campus life of each and every UP Diliman student into an enriching and unforgettable journey that will mold him or her into a faithful alumnus who is forever supportive of the Alma Mater…. Even before becoming Chancellor on 2 March 2011, I already found the need to craft a new Student Manual that corrects the inadequacies and shortcomings of our current system of instilling and upholding proper ethical behavior and responsible conduct among our students. As explained earlier, the coverage of the said Manual must extend beyond that of the present Student Guide to include the basic obligations and responsibilities of teachers to their students.To resolve allegations promptly and properly, UP Diliman needs to enhance the clarity of its operational definition of what constitutes student misconduct and other questionable practices that violate accepted ethical standards. While it needs to revise its system of penalties to make them more proportionate, the updated system must also provide students who have committed honest mistakes out of negligence or inexperience, with an opportunity to redeem themselves especially if they are minors or first‐time violators.”

PROPOSED SCOPe

The 2012 Student Manual applies to all students of the University of the Philippines Diliman, including the Extension Program in San Fernando, Pampanga and Olongapo. All students are deemed to have agreed to rules, regulations and policies contained in this manual as a condition of enrolment in the University.This manual shall be interpreted in favor of human rights in issue, and consistent with the vision, mission, and goals of the University and principles of Philippine law. Provisions in this manual shall not be construed as to suppress or limit the enjoyment or exercise of rights and freedoms not enumerated herein.

Questions as to implementation, interpretation, and enforcement shall be addressed to student institutions and the University’s disciplinary authorities, without precluding recourse to external remedies available. Amendments to this manual require sufficient notification and conscious ratification of all parties involved.
